Founded in 1931 by a group of advertisers, publishers and agencies, BPA Worldwide is an independent, not-for-profit, self-regulating organization governed by a tripartite Board.

BPA’s Board of Directors, which sets auditing rules and organizational policies and oversees operations, is comprised of 17 marketer and advertising agency representatives and 15 media owner representatives. BPA's bylaws require that its Chairman, elected each May, is an executive from a marketer or advertising agency member company.

Policy issues are governed by BPA’s boards and committees in specialized areas of media and geography.
