USPS INITIAL PERIODICALS MAILING PRIVILEGES AUDIT BY BPA WORLDWIDE

Both BPA members and non-members may elect to have BPA conduct the initial U.S. Postal Service Periodicals mailing privileges audit or the periodic audit to maintain periodical mailing class privileges.

The steps to apply:
If you do not currently have periodical privileges and are applying for Periodical privileges for the first time:

1.

File the U.S. Postal Service's "Application for Periodicals Mailing Privileges" Form 3500 with the USPS.
You must file the application at the Post Office that serves the known office of publication.
The current application fee is $500.

2.

Fill out BPA's Postal Audit Contract, click here to access the form.

3.

Determine the appropriate fee, click here, to remit to BPA.

4.

Fill out USPS form 3548, "Review and Verification of Circulation".  You will fill out the top portion (Publication Title, Issue Frequency, Issue Verified, Contact Name and Telephone Number, Date, and Print Order or Press Run (Total copies printed)), column A on both pages, and sign and date the second page.  We will fill out column B and the few other sections at the top of the form.

5.

Submit to BPA the completed Postal Audit Contract, appropriate fee, a copy of the USPS form 3500 which you filed with the post office, and the completed original copy of USPS form 3548.

If you already have periodical privileges and are requesting we perform an audit in order for you to maintain periodical mailing class privileges:

1.

Fill out BPA's Postal Audit Contract, click here to access the form.

2.

Determine the appropriate fee, click here, to remit to BPA.

3.

Provide a copy of USPS form 3526R "Statement of Ownership, Management, and Circulation (Requestor Publications Only)" or 3526 "Statement of Ownership, Management, and Circulation (All Periodicals except Requestor Publications)" which you have already filed with the post office.

4.

Fill out USPS form 3548, "Review and Verification of Circulation".  You will fill out the top portion (Publication Title, Publication Number, Issue Frequency, Issue Verified, Contact Name and Telephone Number, Date, and Print Order or Press Run (Total copies printed)), column A on both pages, and sign and date the second page.  We will fill out column B and the few other sections at the top of the form.

5.

Submit to BPA the completed Postal Audit Contract, appropriate fee, a copy of the USPS form 3526 or 3526R which you filed with the post office, and the completed original copy of USPS form 3548.

Auditing Fees Information

A publisher may choose to have any issue of a publication audited for Periodicals status purposes.

There are three tiers of auditing and three tiers of fees:

Member postal audit, analyzing the same issue as the BPA annual circulation audit. The fee is 15% of the basic audit fee. This audit is conducted in conjunction with the annual circulation audit.

Member postal audit, analyzing an issue that is different than the issue analyzed by BPA for the circulation audit. This fee is 50% of the basic audit fee. This audit is not conducted at the same time as the annual circulation audit, and requires additional auditing work.

Non-member postal audit. The fee is the full fee charged for a circulation audit.

Confirmation tests will be performed for these audits. Confirmation fees will be billed separately.
